Our mission: To promote equality of economic opportunities for MWBEs and to eliminate barriers to their participation in state contracts. We supplement New York State’s economic leadership with information and resources that increase access to information and opportunities for minority- and women-owned businesses throughout the state.
Our key objectives:
- Encourage and assist state agencies to award a fair share of contracts to MWBEs.
- Review applications by businesses seeking certification and maintain a directory of certified MWBEs.
- Promote the business development of MWBEs through education and outreach to NYS agencies as well as MWBEs.

2020 NYS Regional MWBE Opportunities Expo Series
The 2020 NYS Regional Minority and Women-owned Business Enterprise (MWBE) Opportunities Expo series brings together various state agencies/authorities that have a significant presence in each region to provide MWBE firms with local networking opportunities. In addition to providing the prospect of meeting procurement officers, these events also feature workshops and panel discussions to deliver important information about doing business with New York State. This year ESD will be hosting four regional Expos in the Long Island (postponed), Southern Tier, Western New York and Mohawk Valley regions.

Proposed Rulemaking
ESD is accepting public comment on a proposed MWBE regulation, proposed Parts 140-147 of Title 5, Chapter XIV, of the New York Codes, Rules and Regulations, text available here until 5:00 p.m. ET on May 3, 2020. Please send any comments to [email protected].
NYS MWBE Certification Extension
The New York State Department of Economic Development, Division of Minority and Women’s Business Development (DMWBD), pursuant to Article 15-A of the Executive Law, has extended the certification period from three (3) to five (5) years for all currently certified NYS MWBEs.
DMWBD is pleased to inform you that all currently certified NYS MWBEs will remain certified and will continue to be listed in the NYS Directory of Certified Firms. Be sure to submit a recertification application before your updated expiration date. If you have already submitted a recertification application, your application will remain active for processing.
To obtain your updated MWBE Certificate and Approval Letter, please follow the instructions below:
- Go to https://ny.newnycontracts.com/
- Log into your account with your username and password
- On the left navigation menu, click View >> My Certifications
- Under the “Current Certifications” section, click on “View” next to the certification
- Scroll down to the “Letters & Certificates” section, then Click “View as PDF”
